The UAE’s landmark mandatory basic health insurance scheme for employees has officially come into effect as of January 1, 2025. The Ministry of Human Resources and Emiratisation (MoHRE) has successfully launched this comprehensive healthcare initiative, providing coverage for both private sector employees and domestic workers across the emirates.

Private sector employers and domestic workers’ sponsors have begun enrolling their employees in the new insurance program, which offers coverage at a competitive rate of AED 320 per year. Inpatient Services
Employees now benefit from inpatient care with a 20% co-payment structure, capped at AED 500 per visit and AED 1,000 annually. Insurance providers cover all costs beyond these limits at 100%.
Outpatient Care
The scheme has established a 25% co-payment system for outpatient services, with patients paying no more than AED 100 per visit. Notably, follow-up appointments within seven days of the initial visit are free from co-payments.
Medication Coverage
Prescription medications are covered with a 30% co-payment from the insured, with an annual cap of AED 1,500.
Healthcare Network in Place
The insurance scheme has successfully established partnerships with:
- 7 major hospitals across the UAE
- 47 active clinics and medical centers
- 44 participating pharmacies
Innovative Features Now Available
Immediate Coverage for Pre-existing Conditions
Unlike traditional insurance policies, the new scheme is already providing coverage for chronic diseases and pre-existing conditions with no waiting period, marking a significant advantage for workers.
Active Telehealth Services
The implemented program includes functional telehealth services, allowing insured individuals to access medical consultations online or by phone. These virtual consultations are currently available without co-payments, except for pharmacy services.
Family Coverage Benefits
The scheme has successfully extended coverage to dependents of insured employees, who can now access the same benefits and pricing structure as the primary insured.
Two-Year Validity with Refund Option
The insurance policy remains valid for two years, with an important provision that allows for second-year premium refunds if the visa is cancelled, providing flexibility for both employers and employees.
